The only electric resistance armor set (available in a cave next to the Teniten Shrine) in the game returns back with the latest release of the Tears of the Kingdom. With the help of this set, players can be saved from annoying electric enemies. Here are the steps to get this armor set in the game as follows:

As I mentioned above that the rubber armor set is located next to the Teniten Shrine and this shrine is located in the Central Hyrule region south of Whistling Hill. So, first head to the same location.
Find a cave entrance there (it is covered with rocks). Then, use the Fuse ability to create a Rock Hammer and use it to open the entrance.
Then, enter the cave and defeat the one-eyed bats. Then, use Stone Axe to cut the vines.
Now, at the end of the cave, climb the wall to reach the left platform and then use your shield to save yourself from rock throwing worm.
Then, use the rock hammer again to break another blocked entrance. And, then defeat the electric worm.
Then, you will see a blocked way on the ceiling, use your arrow and fuse it with a Bomb flower. And, open the entrance using it.
Then, climb to get your reward in the form of a Rubber Armor Set.
