During the tutorial phase of the game, players learn to use the bow for the first time. And, during that phase, they get to figure out the shortage of arrows. So, to keep going in the game and defeat the enemies, they need to get more arrows. There are three ways through which you can get more arrows, and these are 1. Enemy drops (you take the arrows of your enemies after defeating them), or 2. Find them in treasure chests, pots, and crates, or 3. You can buy them.

There is one more way or you can say tricky way and that is to allow the archer enemy to shoot at you (but you keep defending yourself) and after some time (when he goes out of arrows), you pick up the arrows that are fallen on the ground.
