In order to evolve your Riolu, you need to build a friendship with it and the stats figure should reach 220 points. One more important point to remember when it comes to Riolu’s evolution is that you can evolve it during the daytime only.
The best way to increase the friendship point is by letting Riolu hold Soothe Bell. The other ways are ‘take it to the party and let it lead the party’ or ‘take it to picnics’.
