To upgrade your staff of fire you should have to complete at least two riddles which are given in the crazy place and to charge the staff killing some zombies will be the best option.

How to solve the two riddles:

Riddle 1st

The first step to solving the 1st riddle is to play some mini-games, after that You have to fill four fire cauldrons in a room.
For that, you have to kill almost 30 Zombies. And after that, you can move to the next riddle.

Riddle 2nd

The second riddle you have to solve it will be loved in the church and the riddle may vary from player to player. You will find 7 torches with different numbers and symbols beneath the torch in the basement of the church.
From the numbers and the symbols you have to solve the puzzle, the ternary numeral system will be used to solve this puzzle.
It totally depends on your skill to detect the exact torch which you have to shoot to complete the puzzle.
Immediately after shooting the correct torch, you have to run toward Samantha and interact with her.
Afterward, you have to rotate the levers of the four rings from red to light. you will find this in the Excavation Site and align the floating rings.
All four levers are divided into two parts each. The first two levers you find on the lower levels, and the other two will be situated on the wooden scaffolding.
Lastly, place the staff inside the Red Pedestal in the Crazy Place. Then, you have to kill approximately 30 zombies to charge the Staff from their souls.
Then you have to go back to the Red Pedestal and pick up the upgraded Staff of Fire or Kagutuchi’s Blood.
